P16: “Manure will be removed from the unit every four days, by tractor and sealed trailer and stored in the manure storage building on farm. No manure from the proposed development will be spread upon the land at Drewern, all manure will be collected by Gamber Logistics as detailed in the Manure Management Plan.”
P17: “The manure is proposed to be removed every four days using a conveyor belt system and then shall either be directly applied to the land or stored in the existing manure store on farm. The manure produced shall have a low moisture content thus meaning it can be easily stored.”
“As manure is removed every four days there will be minimal manure stored within the building, thus reducing the odour of the building and the infestation of pests such as flies.”
“Manure from the proposed poultry unit will not be applied to the farm land at Drewern neither will the dirty water produced on farm from the second poultry unit only dirty water and manure from the first poultry unit (P/2017/0274) will be applied to the land.”

“We have concerns with the application as submitted because inadequate lnformatlon has been provided In support of the proposal. To overcome these concrns, you should seek further lnformation from the applicant regarding protected sites. If this information is not provided, we would object to this planning application.”

NOTE: The process contribution from the proposed housing and ranging to the annual ammonia concentration and nitrogen deposition rate would be in excess of 1% of the Critical Level and the Critical Load at closer parts of Glascwm and Gladestry Hills SSSI.
Bridleways GC1599 & GC1600: No public rights of way shown on any of the plans – in the Design and Access Statement the applicant refers to a single footpath passing through the site, rather than the 2 bridleways recorded through the ranging area.
The grounds for the Council’s decision to REFUSE permission for the development are;

1. Insufficient information has been submitted with the application to enable the Local Planning Authority to assess the potential impacts of the proposed development on the River Wye SAC, part of the national site network, in accordance with Regulation 63 of the Conservation of Habitats and Species Regulations 2017 (as amended). As such, it would conflict with Policies SP7 and DM2 of the Local Development Plan (2018), Planning Policy Wales (2021) and Technical Advice Note 5 (2009).

2. Insufficient information has been submitted with the application to enable the Local Planning Authority to assess the impact of the development on hedgerows within and around the development site and as such it is unclear whether any biodiversity enhancements are proposed as a result of the development. The proposed development therefore conflicts with Policy DM2 of the Local Development Plan (2018), Planning Policy Wales (2021) and Technical Advice Note 5 (2009).

3. Insufficient information has been submitted with the application to enable the Local Planning Authority to assess the potential impacts of the proposed development on residential amenity, particularly with regards to noise, odour and manure management. As such, it would conflict with policy DM13 of the Local Development Plan (2018), Planning Policy Wales (2021) and Technical Advice Note 11 (2009).

4. Insufficient information has been submitted with the application to enable the Local Planning Authority to assess the potential impacts of the proposed development on the enjoyment of the Public Rights of Way Network. As such, it would conflict with policies SP7 and DM13 of the Local Development Plan (2018) and Planning Policy Wales (2021).
